Tender Description
Southend-on-Sea City Council is launching a multi-lot Care at Home Framework worth £110 million, aimed at delivering high-quality, personalised care to adults across the borough. The framework is split into 7 lots—with 3 Lead Provider lots (each awarded to a single supplier) and 4 Locality Provider lots (awarded to multiple providers). Services include Homecare, Reablement, and Enhanced Discharge (SEDs), operating 7 days a week with fixed-rate pricing. Providers must meet minimum hour thresholds (600 hours/week for Lead; 300 for Locality) and hold Cyber Essentials Plus. This framework is central to Southend’s Connected Care model, promoting independence, outcome-focused delivery, and integrated community-based support.
Core Service Provisions
Providers appointed to the Southend Care at Home Framework will deliver the following services:
Homecare Services
Personalised care delivered in individuals’ homes, supporting daily tasks such as personal hygiene, medication, nutrition, and maintaining a safe home environment.
Reablement Services
Short-term, therapy-led interventions helping individuals regain independence after hospital discharge, illness, or crisis — typically delivered for up to 6 weeks.
Southend Enhanced Discharge Services (SEDs)
Intensive, wraparound support for individuals discharged from hospital on Pathway 1, ensuring safe, seamless transitions home with coordinated care and therapy.
All services are expected to:
Operate 7 days a week, 365 days a year
Be available from 7am to 10pm, with overnight options (10pm–7am) where required
Align with Connected Southend’s outcome-based care model, promoting independence, integration, and person-centred delivery
Incorporate assistive technologies, telehealth, and community engagement where appropriate

Eligibility Requirements
CQC Registration
All providers must be registered with the Care Quality Commission (CQC) for regulated activity related to personal care.
Cyber Essentials Plus Certification
Providers must hold valid Cyber Essentials Plus accreditation to ensure secure digital infrastructure from the outset.
Minimum Weekly Care Hours
Lead Providers must demonstrate capacity to deliver at least 600 homecare hours per week from a single registered office.
Locality Providers must demonstrate capacity to deliver 300 homecare hours per week from a single registered office.
Service Readiness
Providers must either already deliver the services they are bidding for or demonstrate the ability to mobilise them quickly upon award.
Compliance with Fixed Rates
All applicants must agree to the fixed pricing model for homecare, reablement, and SEDs services as outlined by Southend-on-Sea City Council.
Geographic Capacity
Providers must clearly indicate their preferred localities (East, East Central, West Central, West) and show capacity to deliver within them.
Technology-Enabled Service Delivery
Providers must have Electronic Call Monitoring (ECM) systems in place, capable of tracking visits, managing alerts, and supporting data submissions.
