Tender Description
The London Borough of Hackney is seeking experienced and CQC-registered care providers to join its Supported Living and Residential Framework, aimed at delivering high-quality, person-centred care to adults aged 18+ with a wide range of complex needs including learning disabilities, autism, mental health conditions, physical disabilities, and dementia. The framework is split into three Lots—Supported Living, Residential Care, and Block Packages—and will enable the Council to call off tailored care packages via a tiered eBrokerage system. This five-year framework (with the option to extend up to three additional years) represents a major opportunity for providers committed to delivering safe, independent, and dignified support in Hackney.
Core Service Provisions
Providers appointed to the framework will be expected to deliver high-quality, person-centred support across five key lots, offering a flexible and responsive approach to adult social care in the community:
Lot 1a: Buildings-Based Day Opportunities
Delivery of structured, centre-based support for adults with care needs, aimed at promoting independence, skills development, and social inclusion.
Lot 1b: Buildings-Based Day Opportunities with Transport
As above, with integrated transport arrangements to enable safe and reliable access to day services for individuals requiring mobility support.
Lot 2a: Home and Community Outreach
Support services provided directly within individuals’ homes or community settings, tailored to promote independent living and reduce isolation.
Lot 2b: Home and Community Outreach with Transport
Includes outreach support with additional transport services to help individuals access community activities, appointments, or other essential services.
Lot 3: Bespoke Mini-Competitions for Service Gaps
Targeted commissioning through mini-competitions to fill identified service gaps or address emerging needs across the borough.

Eligibility Requirements
Offer an Active or Mobilisable Service
You must be currently delivering the service or be capable of mobilising it quickly upon award.
Be Appropriately Registered and Compliant
Services involving personal care must be registered with the Care Quality Commission (CQC) where applicable. Providers should also meet all regulatory and safeguarding requirements.
Meet Minimum Quality Standards
Providers must demonstrate service quality, governance, and capability to meet the framework’s standards — including person-centred delivery, risk management, and use of assistive technology.
Comply with Procurement Requirements
You must submit required documents via the designated procurement portal and respond to the technical and commercial criteria as outlined in the tender documents.
Have the Right Infrastructure
This includes adequate staffing, systems for quality assurance and reporting, and the ability to deliver 365-day services if required.
