Tender Description
Essex County Council is inviting applications to join its 6-year Live at Home Services Framework for the provision of domiciliary care and support services delivered in people’s homes.
This retendered agreement follows the conclusion of the current framework and includes a 2-tier model for providers, delivering services to:
Older People (aged 65+)
People with Mental Health needs
Individuals with Physical & Sensory Impairments
People with Learning Disabilities and/or Autism
Core Service Provisions
Providers will be expected to deliver high-quality services that align with the ICB’s vision of transforming community health services. Key service areas include
- Community Diabetes Services
- Community Stroke and Neuro Rehabilitation Services
- Personalised Community Support
- Intermediate Care Therapy Services
- Health Promotion and Early Intervention

Eligibility Requirements
Tier 1 Providers
- CQC rating: Good or better (overall)
- Minimum turnover: £290,000 per annum
- Must be CQC registered for Personal Care (Adults)
- Must have an Electronic Homecare Monitoring (EHM) system
- Must have or self-certify readiness for a Digital Social Care Record (DSCR) system
Tier 2 Providers
- CQC rating: Requires Improvement minimum (overall)
- No turnover threshold required
- Unrated CQC locations can apply but will be suspended from referrals until rated
- Must have an EHM system in place
